The Alien Registration Card (ARC) or Gaikokujin Touroku Shoumeisho (外国人登録証明書) is the legal document (card) that identifies a Japanese immigrant. It should be carried at all times. Since July, 2012, the ARC system is being phased out in favor of the national family registration system. You can find out more here.
